Mike Gallmeier - Mayor

Gallmeier has served as Mayor of the city of Delphos since 2008. He previously held a Councilman-at-Large position. As Mayor, Gallmeier holds Mayor’s Court, performs marriages, reviews and approves city spending and other administrative functions.

Gallmeier serves on the board of the Lima Allen Council on Community Affairs (LACCA). He is a member of the Kiwanis Club, and is the project chairman for Free Food On Us. He is retired from United Parcel Service (UPS).

Shane Coleman - Safety Service Director

Shane joined the City of Delphos in April of 2014. Previously he worked for the City of Van Wert where he spent over 23 years in the Parks and Recreation Department. He holds a BS in Business Administration from The University of Northwestern Ohio and an MBA from The University of Findlay. Additionally, he has served as a varsity assistant baseball coach at Defiance High School as well as the head coach of the Napoleon River Bandits, American Legion Post 300 baseball team.

Dan Hirn - Council president

Dan Hirn is a 1993 graduate of Delphos St. John, and a 1998 graduate of The Ohio State University.  Dan has lived in Delphos most of his life.  He is a managing partner with Bitters Home Improvement.  Dan has served as City Council President since he was appointed by Mayor Gallmeier in December of 2014. email:

Josh Gillespie - Councilman-at-Large

Gillespie joined the city of Delphos in 2012 and currently serves as Councilman-at-Large. He chairs the Finance Committee and serves on the Public Properties, Economic Development and City Utilities committees.

He holds an Associate of Business Management Degree from Rhodes State College and Bachelor of Arts degrees in Sales, Marketing and Business Administration from the Bluffton University. He is a veteran of the United States Marine Corps.

He previously served the City of Delphos for 11 years as a part-paid Emergency Medical Technician and was a part-paid firefighter for 3 years. Gillespie is a Sales and Service Manager at US Bank in Van Wert.

Joe Martz - Council at Large

Martz joined the city of Delphos in 2008 and currently serves as Councilman-at-Large. He chairs the Utilities Committee.

Martz holds a Bachelor Degree from Findlay College, a Master Degree from the University of Dayton and is a Certified Safety Professional. Martz retired after 31 years at BP Chemical and Ineos.

Tom Grothous- Council At Large

Tom Grothous   AKA Mr. Wheels, is a syndicated host of a Radio Talk Show “Mr. Wheels” live on Saturday mornings and on the web at

Tom is a Delphos native and graduated from Delphos St. John’s.  He received his associated degree from the Northwestern College in Marketing and his Bachelor’s degree in Vocational and Industrial Education from the University of Toledo.  Tom has been Academic Dean in the College of Technologies at the University of Northwestern Ohio since 2001. 

Tom has taught at UNOH for over 35 years and is Master Certified Auto and Master Certified Diesel Technician as well as an Auto and Truck Parts Specialist for ASE. Was awarded the “World Class Technician “  status (one of 53 at the time worldwide) by ASE.

Tom is Council man At Large for the city of Delphos since 2015 , community service is part of Tom’s heritage as his Father was a Council man and Council Man At Large for Delphos some 25 + years . Tom takes great pride in his community.

Tom belongs to St. John Catholic Church and many civic and career organizations, of those being The Optimist Club (President) help start the UNOH Optimist club, Lifelong member of the VFW, Knights of Columbus, Viet Nam Veterans Lima Chapter, Chairperson for AAIA Education committee,  was Vice President of (OCARE) Ohio Chapter Air Conditioning and Refrigeration Educators, and was President of the Lima Chapter of (RSES) Refrigeration Service Education Society, and (ASE/ASIA) Automotive Service Excellence.

He and his wife Jacki have been married for 45 years, are the parents of two daughters and the proud grandparents of five wonderful Grandchildren, who are the essence of Tom’s life. email:

Jim Fortener - 2nd Ward Councilman

Jim currently chairs the Safety Services Committee. He was past president of the Delphos Lions Club, Little League and Midget Football Associations and is presently a member of Kiwanis.

Mark Clement - 4th Ward City Councilman

Clement initially joined the city of Delphos in 1994 and currently serves as city councilman for the fourth ward. He chairs the Parks and Recreation and Public Properties committees.

Clement is a graduate of the Ohio State Barber College and owns and operates the Rustic Razor Barbershop.

Tom Jettinghoff - City Auditor

Jettinghoff is the chief financial officer for the City of Delphos, serving as City Auditor since 1987. He holds a Bachelor of Science degree in Chemical Engineering from the University of Detroit and a Master of Business Administration degree from Ashland University.

Jettinghoff is an engineer at the Husky Lima Refinery, and serves as a member of the Community Improvement Corporation and Keep Allen County Beautiful organizations.

Robert Mosier - Treasurer

Mosier was elected City Treasurer in 2010. He has devoted his professional life to education, holding a Bachelor of Science degree in Mathematics and a Master of Science degree in Guidance Counseling. Mosier also serves on the Community Christmas Project.

Andrew Knueve - Law Director

Andy joined City Council in 2014 as the 1st Ward Councilman as well as the Chairman of the Council’s Legislation Committee. He holds a Bachelor’s Degree from Bowling Green State University and a Law Degree from Ohio Northern University.

Andy is an attorney at the firm of Leopaold in Lima, Ohio where he practices law in various fields. Additionally, Andy also serves as an assistant varsity basketball coach for Delphos St. Johns.
